Creating a Visualizer help

Could someone help me with creating a visualizer? I looked around and there is next to no guides on it. I am looking to create a custom visualizer for this picture, i want the wheels to start turning when music starts playing https://prnt.sc/139eadx

That my friend is not the definition of a visualizer but anyway, here is how you do it:

• A full image of the wheel within a circle(not only the wheels, a real circular png of the wheel)

• A rotator meter

• Take a look at how to rotate an image about it's center

• A state measure from either nowplaying or webnowplaying plugin which will activate your rotation

• A fair idea about measure bangs so you can activate and deactivate things properly.

In the mean time I will make an example for you. Stay tuned.
