Skin a request / Concept to Reality

Hey. Onionskin speaking. Would it be possible for anybody to make a rainmeter skin to make Windows 10 look like this video concep of Windows 11 (This video is not by me) https://youtu.be/GksehGJccqQ ? It would be very cool to have a Windows 10 looking like that!

First off:

Secondly, Rainmeter really has nothing to do with changing how Windows looks or works. Rainmeter is not a replacement "shell" for Windows.
