Can anyone help me find the file path or shortcut code to open a browser (Chrome specifically) that is currently minimized?

I'm trying to make it so that when I click the Rainmeter skin for Chrome, it acts in the same way as the icon on the taskbar (will open a minimized browser first, or open a new browser page).
