That's definitely not a bug. Just upgrade your Rainmeter, to a version of at least r3283 (best would be to upgrade to the latest 4.3 Final Release - r3298, available on https://www.rainmeter.net/).

He was on r3296, and it is complaining that it wants at least r3283, so that error is strange indeed. I downloaded and installed that .rmskin with no issue.

Right. Sorry indeed, I didn't notice he's on a newer version.
But I also installed the package with no problem, right now. Strange...

Yes, but the version info says Rainmeter is on drive "E:" while from the screenshot, it looks like he is running the "skininstaller.exe" from drive "D:" installation, which is probably an older version of Rainmeter...

No I was running 4.2 on the C drive and a portable version of 4.3 on the E drive for testing
