Well, see the thing is, I don't want to hide the taskbar, per say. I want to hide the actual bar, but make the pinned icons still visible. I also want to move the taskbar around once it's like that. If you see in the second pic, I kind of made a mock-up where I have the taskbar near the top in that empty blue space.

How about RocketDock ? I'm doing this right now, I have the taskbar hidden, but have the icons at the top of the screen.
Now its true they only launch the programs, and say, don't show running instances when hovering..... but it adds nice effect, and cleans up the desktop.
