.rmskin guide page not accessible

I can't seem to access the page for the guide http://rainmeter.net/cms/TipsRainmeterSkinPackage, I'm trying to include the link because I have to decline a skins submission at dA because it's not packed. Whichever link I use, I get the message that I'm not authorized to access the page, wondering if it's happening to others as well.

That old link redirects to the new one. I guess the redirect isn't working for him for some reason.
