[Suggestion] LoadOrder Bang, Group Bang and Default Settings

Just had this chat on Discord and I realized, wow there is no Bang, Group Bang or Default Setting for Load Order.
I can kinda see the reason why, "-2" and "-1" can do the job really well, but if someone uses layer "-2" as the background and on layer "-1" they want the skins to be loaded in a specific way, uh oh!
I guess I could also open this as a suggestion to improve the Load Order situation a little by making two context actions in the Skin setting position submenu which just increments/decreases the value of the Load Order by 1 when actioned, I have no suggestion for the name of those buttons (and I know there will be slight discomfort in making yet another new language file to be translated)
