I would start a clean version of Rainmeter by deleting "C\User\{yourUsername}\appdata\roaming\rainmeter\rainmeter.ini"; you will loose all previous skin settings (but that is minor since Rainmeter won't even start).
Rainmeter will start with the default illustro skins.
Now try loading suspect skins until you find the one that crashes; you then need repeat the step above and edit or delete the problem skin.
installed Rainmeter-3.3.3 first, to support older skins. Then updated to latest (4.1) install older skins with 4.1 will not work to set configuration....

Really? What "older" skin?
I am able to install skins from 7+ years ago with the latest Rainmeter and never had a problem, if the skin package is reliable.
Backward compatibility is a major concern for the developers, so if you have a skin that does not install, please provide a link so it can be investigated.
