High CPU usage after 90 seconds

Hi, i was trying to make my skin less "heavy" and i noticed something.
The first 90 seconds after starting the PC or waking it up, the Rainmeter CPU usage is max. 2%. After that it goes up to 8-10%.
I also tried to do stuff with that skin and activating various functions in that 90 sec, the CPU usage was still fine (around 2%).
This happens on all my computers running W7 or W8 and 3 different Rainmeter releases.

My question is ... I see that everything works fine with just 1/5 the CPU usage. So why don't make that 90 seconds .. like .. you know .. forever?
What happens to in the Rainmeter after that 90 sec??

Okay it may actually be caused by the CPU clock (it underclocks itself and the Rainmeter CPU usage goes up).
