Rainmeter Doesn't Persist when RDP Session Closes

I am not exactly sure if this is a Rainmeter issue or a Windows issue in general, but chrome and other apps continue to function in the background, even after I have disconnected the RDP session.

It seems like Rainmeter stops functioning as soon as I disconnect from the remote session. It's a headless server and I would like to avoid connecting a monitor to it if possible. I assume it has something to do with the desktop no longer "displaying" when an RDP user disconnects, but I'm hoping there is a setting to keep the display going as if someone was still logged in.

Any ideas?
