the clock speed seems pretty low (according to the datasheet a 2500k usually runs about 3.3 GHz turbo up to 3.7) but maybe it's doing some kind of throttling voodoo. TDP is the average power output in watts for the chip at maximum usage

When my CPU is not being used it throttles down, when in full use it's up around 3400
