CPU measurement incorrect

I'm new in Rainmeter, simply installed it on Windows 10 x64 and realized that the CPU value doesn't fit. Taskmanager is reporting 17%, Rainmeter is reporting 1%.
I followed Rainmeter 3.3 manual and configured the system.ini like this:

[MeasureAverageCPU]
Measure=CPU

[MeasureCPU1]
Measure=CPU
Processor=0

Related to the manual "Processor=0" should give me an avarage along all CPUs. ( I'm using a 4 core I7) - but the results doesn't relate in any way to taskmanager.

Not sure what you are looking at for CPU outside of Rainmeter, but at least for me, using either Task Manager or HWiNFO, it's really pretty close to spot on. They won't be perfectly aligned, as whatever you are looking at CPU with outside of Rainmeter is presumably updating once a second, and so is Rainmeter, but it's not at the same "point" in a second, so there can be some small differences, but it should be very close.
