[Feature] Meter Anchors and Relative Positioning as Percent

I think it would be very useful if the Percentile and Anchor settings that are available to configs in Rainmeter.ini were available to meters in skin.ini. Meters that might change sizes could maintain relative positioning to the previous meter.

Example: I've made a dock that has a background behind each icon and a little zoom effect on mouseover of the icon if I could set the icon to

X=50%r
Y=50%r
AnchorX=50%
AnchorY=50%

Then the "zoom" would remain centered on the background image.
