I am running the 32bit Windows 7, the latest 1.2 (r349) Rainmeter beta, and Winamp 5.572. I opened both the sidebar and taskbar versions of the Winamp skin in Enigma, loaded a song, it played fine and the skin displayed fine. Exited Winamp and the skins reflected that. Started it again and all is well.
I can't seem to make it have a problem.
Can someone describe the steps that make it fail?

Sure.
I download the plugin, place libcurl in the main rainmeter directory and the plugin itself in the plugins subdirectory.
I copy the example code into a new skin config.
I load this up in Rainmeter so it sits there not displaying anything opened yet.
I open Winamp. Bam. Rainmeter crashes.
I'm also using Winamp 5.572 32-bit.
I download the plugin, place libcurl in the main rainmeter directory and the plugin itself in the plugins subdirectory.

Ah, so it is only with this new plugin that uses libcurl. Not with the Winamp plugin that comes with Rainmeter...

Same. I'm not using the Rainmeter beta, and other winamp skins not using this plug-in work... I'm confused as it only crashes Rainmeter when I start playing the song and it used to work (earlier today!) Using latest Winamp also.

At first, I had Sylvane's crash, but then I randomly fixed it by moving
libcurl.dll to C:\Program Files\Rainmeter\
WinampPlugin.dll to C:\Program Files\Rainmeter\Plugins\
(I switched them around by accident.) /fail
It worked for me, but then sometimes the album art "blinks", and it crashes itself when a new song starts playing.

Heh. I just tried copying the files in such a way so there would be a WinampPlugin.dll file under Program Files/Rainmeter and Program Files/Rainmeter/Plugins and same for libcurl.dll....and not only did it kill Rainmeter as soon as Winamp opened, it killed Winamp too.
Ok, closing down the skin responsible for that again...
