Added color highlighting support for new SysInfo features LAST_SLEEP_TIME and LAST_WAKE_TIME

I have made pull request.

Notepad++ is using newer scintilla and macros, so I've updated all 3rd party files.
I've also added toolbar button for refresh skin command.

@jsmorley, could you check it, thx.

One little question which has been bugging me for a while, but didn't ask it until now - are the DecodeCodePoints options supposed to be colored differently (or better said, not colored at all) compared to the other options?

Yes, I'm using the Obsidian instead of Zenburn (I like a more "metallic" gray as background), but this happens for both of them, so it's not that. The screenshot is after installing the latest version of Rainlexer, but the issue has been present before as well. I'm on Notepad++ 7.8.9, if that matters.

Just got missed somehow. I've added it to 2.19.0, hang on and I'll post it.
