Looks to me to be a problem with the PerfMon plugin.
I would have two observations on that:
1) While the next link references the UsageMonitor plugin, both that and the PerfMon plugin use the same resource, the Perfmon database maintained by Windows. I am quite suspicious that you have an issue with that database, and I strongly recommend you take the steps in this post:

2) Even if you get that all working ok, I would recommend that you change your skins to use the UsageMonitor plugin instead of the PerfMon plugin.

In current skin (ModernGadgets) PerfMon plugin is used only in one place:

Dang, I thought I had gotten rid of all PerfMon plugin instances... guess I'll have to re-check everything now!
