If you want install and run portable Rainmeter on a machine without administrative privileges and you can't install C++ Runtimes, copy following dll files in the rainmeter application folder:
atl100.dll
msvcr90.dll
msvcp90.dll
msvcr100.dll
msvcp100.dll
