from Rainmeter 0.2 manual (the first version that could run without LiteStep):
Rainmeter is developed and tested on Win2k, but it should work on Win9x also. But Win9x is not officially supported.

Rainmeter 0.2 was released in July 2001, Windows XP was released in October 2001, so the article isn't too far off
