Could you try starting Rainmeter in
safe mode? Might be a conflict with some other app you have running..

The installer ensures that everything is installed (as long as you select 'Standard installation').

Yes, you can use 32bit Rainmeter on 64bit platforms.

Tried safe mode but with no changes...
Rainmeter is unable to start and Windows presents the same error message.

My Windows Update found couple other updates and after rebooting Rainmeter seems to be working fine.

I had the same exact problem and it fixed itself in a day or two. I did everything you did and more and nothing worked. Good luck.
