It takes abt 2 seconds before the tooltiptext shows up, and skins function as app launcher also take about 2 sec before the app starts running.
Issit normal or slow?
My specs: C2D Q8400, 4G RAM, win7 64bit, intel M G2 SSD, rainmeter portable

That's normal. Tooltips aren't supposed to be instant. They're meant to appear only when you hover your mouse over a spot for a short time. They are exactly the same as the ones Windows uses everywhere, which also take about 2 seconds.
