I want to try Rainmeter Portable, but I do not have Admin access to my work computer. (They do let us run other aps though.)
I'm on XP SP3, and I do not have sufficient permissions to install vcredist.
Rainmeter appears to run, and I'm assuming that the reason I don't actually see anything on my screen is because that library is missing.
Any suggestions, or am I out of luck? Is there a truly portable version where all of the needed libraries are packaged with Rainmeter?

No, there is no way you are going to be able to run Rainmeter if the required C++ / .Net libraries do not exist on your computer and you don't have privileges to install them. The runtime libraries install things in your Windows folder and registry, and you are going to have to ask an admin to install for you.
I'm not convinced from your symptoms that the C++ runtimes are the issue though. You should get an error message from Rainmeter if they are missing.
