Why can't you run the installer?

In any case, extract the .zip anywhere you like. C:\Rainmeter works.

You will have to add a shortcut to Rainmeter.exe to your Startup folder on the Start Menu manually if you install from the .zip and want Rainmeter to start with Windows.
