When I finished installing Rainmeter and clicked run program after closing, nothing happened. So I searched Rainmeter in the search button and opened the app and a message appeared saying "Can't run this application on your computer: To find an version for your computer, check with the software publisher."

Really hard to say, other than you have an issue with your PC that you need to solve. That error can mean lots of things, but probably the most common is when you try to run a 64-bit application on a 32-bit versions of Windows, or have some other 64-bit/32-bit mismatch. This feels unlikely to me. I'd run MalwareBytes AntiMalware to see if you have some creeping crud. I'd be very suspicious of that. Something else that is unlikely but possible is that the runtime libraries for C++ have gotten corrupted on your system. Search google for how to install the latest C++ runtimes.
If that doesn't work, to be honest I'd soon be tempted to back up just my data, and do a full "clean" installation of Windows.
I'd be astounded if Rainmeter was the only application you are having trouble with. There is nothing particularly special about it.

Most probably he means Microsoft Surface Pro X which has an ARM64 architecture. Ah, I see. So the real answer is you can't run Rainmeter on a Surface Pro. I certainly would not recommend building that based on 2+ year old Rainmeter code.
