hey my skin covers the apps/shortcuts and stuff and i cant get it to go over it so i can actually see them.

Correct. Windows shortcuts and icons will always be at the "lowest" level on the Windows desktop, and Windows will not allow anything to be behind them. You must move either the icons or the Rainmeter skins to a position where they don't overlap, or the icons will be hidden behind the skins.
