Theoretically you could add an ImageFlip=Vertical option to each bitmap meter. However you must check if it works as you want, because I'm not sure. Please check and let us know if it is.
And a few comments:
  • You have two [MeterBand17] meters, one after the other. The second one should be [MeterBand18].
  • You have twice the [MeterBand0] - [MeterBand48] meters. The only differences between the two groups are the X and Y options. I'm not sure what you'd like to achieve, but as you have them, the second set of meters are ignored. Rename them.
  • Besides this, the first bracket is missing in the name of the second MeterBand0] meter (you've written MeterBand0], instead of [MeterBand0].
And another tip, which could easier your work: when you have so many similar meters, what the have common, could be included into a style section, then add just the MeterStyle=THE-NAME-OF-STYLE option to each similar meter, instead of adding each option, to each meter. This way would be much easier to add the needed ImageFlip option (in this case), because it should be added just to the meter style section, not to each meter, one by one.
